Ideally there should be differnt tiers of data centers for differnt tiers of applications and Cloud (public and/or private) with different SLAs gives us these tiers
Your development and testing/qa does not belong to production grade data centers. And there are many types of workloads which can viably sit in cloud with great efficiencies.

I personally as well do not agree that mageand services is restricted only to physical devices and cloud computing is only about virtualisation.From my perspective mageand services is a broad term and reflects literally the ‘mageand service’, its a mageand services for what ever it be (e.g. email, physical (or virtual) servers, security, storage or as you mentioned service which helps people to manage their cloud services.)Cloud computing is the delivery of computing as a service rather than a product, whereby shared resources, software, and information are provided to computers and other devices as a utility (like the electricity grid) over a network (typically the Internet).So from my perspective, mageand services is just a transactional services for operation/management of certain things (hardware, software or systems), where as cloud computing is about delivery of service (mostly) over internet with different facets such as Business process as Service, SaaS, IaaS or PaaS. Clould computing architecture as well clearly defines ways to manage and operate the cloud and related serices.
You could just say that managed svireces only compare to SaaS, and cloud computing is a more general term covering all layers IaaS, PaaS, and SaaS. I would also argue that cloud computing is a lot more than just managed svireces. It needs to be agile & elastic, interoperable, portable, scalable, monitored & metered, cost-effective, and so on.
